Are these times accurate?
They come from your device clock combined with the IANA time zone rules built into your browser, so they are as accurate as your device is. If your computer clock is wrong, every clock here shifts by the same amount.

Yes. Cities you add are remembered in this browser, on this device. Nothing is uploaded, and there is no account to create. Clearing your browser data resets the list to the default cities.
Why do some cities show a different date?
At any given moment the world spans about 26 hours of local time, so it is genuinely a different calendar day in some places. Cities east of the date line, such as Auckland, are usually the first into a new day.
